  وقد تضمّن قانون التنظيم النقابي السوري رقم 84 لعام 1968 شروط تأسيس النقابات، حيث نص في المادة الثانية على أنه: "يجوز لكل تجمع عمالي بغض النظر عن عدد العمال تشكيل لجنة نقابية".
