The exploration, exploitation or development of liquid or gaseous hydrocarbons and of deposits of any kind existing in sea waters subject to national jurisdiction, and those wholly or partly situated in zones which, according to law, are deemed to be of importance for national security, may be performed directly by the State or its enterprises or by means of administrative concessions or special operation contracts, with the requirements and under the conditions which the President of the Republic may establish by supreme decree.
أما اكتشاف أو استغلال أو إنتاج الهيدروكاربونات السائلة أو الغازية والرواسب من أي نوع كان في المياه البحرية الخاضعة للولاية الوطنية، والتي توجد في مناطق لها بحكم القانون أهمية للأمن الوطني، فهي أنشطة مهمة يمكن أن تضطلع بها الدولة أو منشآتها أو يمكن القيام بها عن طريق الحصول على امتيازات إدارية أو عقود عمليات خاصة، بعد أن يُصدر رئيس الجمهورية متطلبات وشروطا بموجب مرسوم سام.
