• With respect to the handling of chemical and biological materials employed in various peaceful applications, the Government of the Syrian Arab Republic has continued to promulgate the required measures to regulate the handling of such substances in order to prevent their falling into the hands of non-governmental bodies. We point out once again that in 1972 the Syrian Arab Republic signed the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction and is also a party to most of the conventions on the management of chemicals and hazardous waste, including the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal (since 1992), the Stockholm Convention on Persistent Organic Pollutants (since 2002) and the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (since 2003). All these instruments relate to the prohibition of the production of and trade in chemical substances and hazardous wastes known for their toxic properties, their resistance to decomposition, their biological accumulation, their transboundary dispersal over considerable distances by air and water and by various kinds of migration. They form an integrated legal framework for the integral management of chemicals and hazardous wastes. The Syrian Arab Republic has also committed itself to the national chemical safety plan which incorporates an action plan for improving the management of chemical substances in Syria by means of a number of measures consistent with international requirements.
  أما فيما يتعلق بالتعامل مع المواد الكيميائية والبيولوجية المستخدمة في مختلف التطبيقات السلمية، فقد عمدت حكومة الجمهورية العربية السورية إلى متابعة إصدار التدابير اللازمة لتنظيم التعامل مع هذه المواد وذلك تحاشيا لوقوعها في أيدي جهات غير حكومية، ونعود لنذكِّر بأن الجمهورية العربية السورية وقَّعت على اتفاقية حظر واستحداث الأسلحة البيولوجية والتكسينية في عام 1972، بالإضافة إلى أن سورية طرف في معظم الاتفاقيات المتعلقة بإدارة المواد الكيميائية والنفايات الخطرة ومنها اتفاقية بازل (في عام 1992)، واستكهولم (في عام 2002)، وروتردام (في عام 2003)، المعنية بحظر الإنتاج والتداول بمواد كيماوية ونفايات خطرة معروفة بخصائصها السُمية ومقاومتها للتحلل وتراكميتها أحيانا وانتقالها لمسافات بعيدة عبر الحدود عن طريق الهواء والماء والأنواع المهاجرة، والتي تشكِّل هيكلا قانونيا متكاملا للإدارة المتكاملة للمواد الكيميائية والنفايات الخطرة، إلى جانب التزامها بالمرتسم الوطني للسلامة الكيميائية الذي تضمَّن خطة عمل لتحسين إدارة المواد الكيميائية في سورية عبر عدة إجراءات تتناسب مع المتطلبات الدولية.
