  فبطغيانهم ملُّوا الراحة والأمن ورغد العيش ، وقالوا : ربنا اجعل قُرانا متباعدة ؛ ليبعد سفرنا بينها ، فلا نجد قرى عامرة في طريقنا ، وظلموا أنفسهم بكفرهم فأهلكناهم ، وجعلناهم عبرًا وأحاديث لمن يأتي بعدهم ، وفَرَّقناهم كل تفريق وخربت بلادهم ، إن فيما حل " بسبأ " لَعبرة لكل صبَّار على المكاره والشدائد ، شكور لنعم الله تعالى .

• Consideration was further given to certain constraints that rendered technical assistance inadequate and ineffective, such as the lack of sufficient resources; the uncoordinated, fragmented and scattered nature of the assistance provided; the partial failure of existing coordination mechanisms; the failure to take into account the receiving State's needs and interests and, thus, to instil a sense of ownership; the lack of sensitivity to the specific context of the recipient State; the neglect of areas requiring action as a result of the failure to embrace a more comprehensive and integrated approach to technical assistance; the failure to take into account the capacity of the receiving States to implement or benefit from technical assistance programmes; and corruption and abuse.
  وأشارت كذلك إلى بعض القيود التي تجعل المساعدة التقنية غير ملائمة وغير فعالة، منها الافتقار إلى الموارد الكافية؛ وعدم تناسق المساعدة المقدّمة وتجزُّئها وتبعثرها؛ والإخفاق الجزئي لآليات التنسيق القائمة؛ والإخفاق في مراعاة احتياجات الدول المستفيدة ومصالحها، ومن ثم الإخفاق في غرس الشعور بالملكية؛ وقلة مراعاة السياق الخاص بالدولة المستفيدة؛ وتجاهل المجالات التي تتطلب اتخاذ إجراءات نتيجة للإخفاق في اعتماد نهج أكثر شمولا وتكاملا في تقديم المساعدة التقنية؛ والإخفاق في مراعاة قدرات الدول المتلقية على تنفيذ برامج المساعدة التقنية أو الاستفادة منها؛ والفساد والتعسّف.
