عاد تلحفي على قد لحافك
you should cut your coat according to your cloth.
you should do as well as possible with the limited things or items you have.

So the first two words mean "You should cut"?

It means literally :you have to cover or hide yourself. But as i said the Meaning of the whole sentence Figuratively or Metaphorically 'you should cut your coat according to your cloth'.
