  إن تشديد الأمين العام في تلك الرسالة على خصوصية وخطورة هذا الحادث هو الذي دفع لبنان ومجموعة الـ 77، ومن ثم هذه الجمعية، إلى اتخاذ هذا القرار، وذلك خاصة للتأكيد على ما يلي: أولاً، واقعة العمد وطبيعة الاعتداء، حيث أن تقرير السيد فان كابن، الذي كلفه الأمين العام بإجراء تحقيق في هذا الاعتداء، والوارد في تقرير الأمين العام، يشير بوضوح إلى واقعة العمد في قصف إسرائيل لمقر قوة الأمم المتحدة المؤقتة في لبنان.
